Johanna Ulloa Girón is the Principal and Founder of 3135 Consulting, bridging a quarter-century of expertise in philanthropic policy design, legislative advocacy, and community-centered evaluation to empower leaders and organizations. With a unique background spanning master's-level social work, psychology, and current doctoral research in philanthropic policy evaluation, Johanna’s work is uniquely grounded in both academic rigor and front-line lived experience.
A bilingual, multicultural strategist, she translates deep cultural fluency into tangible policy outcomes, ensuring systems change is inclusive, relevant, and rooted in racial equity.

Johanna’s leadership in advancing health equity and policy change was recently recognized with the prestigious 2025 Excellence in Policy Award from the Colorado Public Health Association (CPHA). This recognition highlights a career dedicated to designing and implementing strategic initiatives that shift power and drive measurable policy impact.
Most recently, as the Senior Advocacy Manager, Johanna has led foundations' Advocacy and Public Policy grantmaking portfolios, overseeing strategic design, complex budgets, and the rigorous review of initiatives aimed at improving community health and equity.

Equity is not just a goal for 3135 Consulting—it is the methodology. As the Founder and Executive Director of The BIPOC Alliance, Johanna cast the vision for and scaled a startup organization dedicated to community strategies and youth liberation advocacy.
Her consulting approach champions Community-Centered Co-Design, drawing on deep experience in facilitating dialogue and engagement in both English and Spanish. This work ensures that policy solutions and programs are designed with the most impacted communities, maximizing buy-in and sustainability.
